How the Bangladesh Gazette relates to SROs

The Gazette is where an SRO is formally published. Here is how the two sites fit together and where the Gazette is hard to use.

Published · 2 min read

An SRO is a piece of subordinate legislation. The regulator drafts and signs it; the Bangladesh Government Press publishes it in the Bangladesh Gazette. For most tax instruments the Gazette appearance is the formal act of publication, which is why many SROs say they take effect "from the date of publication in the official Gazette".

Two sites, two purposes

  • nbr.gov.bd is the working index: SRO number, date, a one-line description and a direct PDF. It is organised by wing and is where practitioners look first.
  • dpp.gov.bd/bgpress is the archive of record. Regular gazettes and extraordinary gazettes are listed separately; SROs and most urgent instruments appear in extraordinary issues. When we fetched the extraordinary list on 12 October 2026 it reported 629 records in total, and the regular list showed roughly 15 issues in the preceding week.

Why the Gazette is harder to monitor

  • Issue titles are generic ("Extraordinary issue, date") so you cannot tell from the list which SROs an issue contains; each issue needs a second request and a look inside.
  • The PDFs we sampled carry a text layer encoded in Bijoy/ASCII, a pre-Unicode Bangla encoding. Search and copy give garbage until the text is converted.
  • Fifteen issues a week is a lot of PDFs to open by hand.

How to use the two together

  • Treat the NBR list as the alert and the Gazette as the confirmation. If an SRO on the NBR list matters to you, note the Gazette issue date when you can find it; that is the publication date for commencement purposes.
  • If something appears in the Gazette but not on the regulator's list, the list is lagging. We have seen this: the income-tax SRO list on nbr.gov.bd showed only three SROs dated within the 365 days before 12 October 2026, which is almost certainly incomplete.
  • For consolidated Acts, the Legislative Division's bdlaws site is the reference, but it does not carry SROs.

Our coverage status

The Gazette is a planned source, not a live one. Until we have a reliable Bijoy-to-Unicode converter and per-issue parsing, we show "gazette issue detected, text pending" rather than pretend to have read it. The coverage page lists this as a gap.
